Context

In April 2023, a vast scale conflict broke out in Sudan, causing massive movement in all neighboring countries. The total number of refugees has exceeded one million people and Chad has so far hosted more than 500,000 Sudanese refugees and 100,000 Chadian returnees, or around 20% of the total displaced population. From the start, the population fleeing the war has found a first security along the border areas with Darfur, then was gradually relocated to refugee camps in the three Eastern provinces. Of the 43% relocated population, 64% were transferred to the camps in Ouaddaï, 28% to Wadi Fira and 8% in Sila. The vast majority of the remaining population is currently in informal sites in Adré (Ouaddaï), while waiting to be relocated to the new camps.

Given the context, NRC has undertaken evaluations in July 2023 and has registered in October 2023. Since then, the organization has developed, in a dense ecosystem (many agencies UN, ONGI and national NGOs have been present as well as organizations managed by refugees with which NRC wishes to engage more actively) and in a limited financial environment.

NRC intends to contribute to the response both emergency and social and economic resilience by providing support to the refugee population relocated to the Ouaddai camps, notably Metche, Alacha and Arkoum as well as the population of neighboring villages. The proposed intervention will focus on an integrated programming in the sectors where NRC provides added value: shelters, constructions and eah, education, icla (legal protection) and livelihoods (LFS).

NRC is looking for an extremely dynamic, motivated and qualified education specialist in the field of education which will actively contribute to establishing the visibility of NRC as a leading education actor and ensuring powerful and quality technical advocacy. She/he must be particularly proactive/ve in the development of integrated projects including a strong education component and in close cooperation with the education team loaded as much as with those of other components.

What you will do:

  • Responsible for the development of NRC’s education strategy in Chad, on the basis of context analysis and the evaluations carried out so far, in order to clearly identify opportunities as well as the non -covered needs in the sector;
  • Make sure that children, young people, their parents and teachers from refugee and reception communities are taken into account in the entire education programming;
  • Develop SOP, tools and orientation documents to ensure the quality of the program and effective monitoring mechanisms;
  • Contribute to the development of proposals in a creative and innovative way and relationships with donors (education components); Contribute to the monitoring and evaluation of programs and regular monitoring of indicators in collaboration with the project teams and the monitoring and evaluation department.
  • Direct or contribute to the recruitment of key personnel in the field of education
  • Develop and implement training and capacity building plans for NRC staff and, according to exchanges, with partners of partners (ONGN, RLOS, CBOS etc.);
  • Direct the technical supervision of the implementation of education activities;
  • Design with the support of plea and communication managers, a quality technical advocacy adapted to the context in eastern Chad;
  • Ensure the connection and collaboration with the competent local and national authorities and the stakeholders, and represent NRC in forums, working groups and relevant clusters;
  • Give priority to programmatic links with other sectors and integrated programming;
  • Maintain the dialogue with the local stakeholders concerned, including the authorities responsible for education, the community leaders of the refugee and reception communities, and the representatives of the education or similar bodies, in order to guarantee the permanent relevance of programming and the equitable distribution of resources between communities affected by travel.
  • Working in close collaboration with other key members of the Education Cluster, other clusters, and donors to ensure that the provision of education services aligns in the humanitarian response and strategic priorities for the country.

What you will bring:

  • At least 5 years of experience as an education tax in contexts of people on the go (in particular refugee populations)
  • Work experience in complex and restrictive contexts
  • Documented results in relation to the responsibilities of the post
  • Excellent command of French, both in writing and in oral, good knowledge of English. Arabic mastery will be an asset
  • Knowledge of Chad, in the east in particular is an asset
  • Experience in the development or expansion of new programs
  • Experience in the capacity building of a team
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Understanding of the minimum standards of the INEE is required
  • Experience in alternative education programs in a humanitarian context is an asset
  • Significant experience in the field of education, psychosocial support (PSS) or child protection is privileged
