Context and justification of the study
Since 2006, the Government of the Democratic Republic of Congo (DRC) in the road sector aims to ensure the reopening of traffic in the main links of the ultra-priority network still impracticable and not scheduled on other funding (estimated at the time at 9,135 km) as well as their maintenance. The financing of the maintenance of the land roads concerned then to be gradually be taken care of by the National Road Maintenance Fund (FONER), created by law n ° 08/006-A of 07 July 2008 in the creation of a national road maintenance fund “FONER”.
The project to reopen and maintain highly priority roads (pro routes) initiated by the Government of the DRC and the World Bank, and implemented from 2008 to June 2020 by the Infrastructure cell (CI) of the Ministry of Infrastructures and Public Works (MITP), is part of the above strategy. Its funding amounts to 387 million USD. The Pro Routes project made it possible to cover ten (10) road axes over a cumulative total length of 3,345 km.
Building on the satisfactory results obtained in the pro routes with its progressive development approach followed by a sustained interview and a subsequent possibility of the asphalting of sections according to an increase in traffic and in the pursuit of its objective of rehabilitation and maintenance of axes not yet covered on the ultra-private network, the government has benefited from IDA financing for the implementation, a new road project support for connectivity and transport 1 (Pact 1).
Mission objectives
The general objective of the consultant’s mission is to carry out the first phase of the socio-economic impact study of the PACT project interventions on beneficiaries
Description of tasks
Specifically, the consultant’s mission is to collect and provide basic data that will provide information on the basic situation of the socio-economic impact indicators of the project. Under his mission, the consultant must carry out, among other things, the following tasks:
- Consider the documentation available on the project and other studies carried out on the area of influence of the project;
- Propose, by referring to the project preparation document (PAD), the main indicators to be covered as well as the data to be made up of the large area of expected change;
- Propose a coherent methodological approach to collecting data in the field, collection tools, the analysis plan and a detailed program for carrying out the mission;
- Establish the reference situation for the main impact indicators of the project;
- Organize and lead the surveys’ restitution and validation workshop;
- Produce the reports required (see section on the reports to be produced).
Expected results of the consultant’s services
- The conceptual note of the impact evaluation study is validated;
- The sampling ratio including the counterfeit design strategy, calculating the sample size and the internal and external validity of the sample is validated;
- Indicators designed on the basis of questionnaires of statistical surveys making it possible to measure the socio-economic impact of the PACT project are defined and validated;
- The methodological document with details on the practical methods of carrying out the reference study, a detailed work plan and a detailed schedule for the realization of different stages and the main results and containing the main data collection tools (questionnaires and interview grids according to types of surveys to be carried out) is approved;
- The reference situation of the indicators for measuring the impact of the project is established;
- The surveys’ restitution and validation workshop is organized;
- The final report of the reference survey including a statistical balance of balance comparing the socio-economic, urban, demographic and cultural characteristics of the intervention area and that of control is validated;
- The final report of the Base Line study is published
Qualification and experience
- Have a minimum of a higher education diploma (minimum Bac + 5) in the field of economics and/or social;
- Have a minimum professional experience of ten (10) years;
- Have carried out at least three (3) similar experiences in the last eight (8) years, including at least one (1) as a chief mission;
- Have an verifiable expertise of at least five (5) years confirmed in the field of socio-economic statistical surveys including three (3) years in the conduct of socio-economic quantitative studies;
- Have participated in the implementation of at least one follow-up system;
- Have knowledge of local issues as well as cultural and social constraints and realities of the project’s area of influence;
- Have good analytical and drafting capacities;
- Have a good oral and written mastery of French (to be revealed in the CV)
