POSITION OBJECTIVES:

Reporting to the Manager of Logistics Specialists, you, as Logistics Specialist Emergencies, are responsible for responding to emergency logistics activities.

You manage the logistics part of the international stock strategy in liaison with the various specialists and departments. In this context, you are the focal point regarding emergency stock.

Your position requires strong coordination between different departments.

In this context, your main responsibilities will be:

1) Manage the strategy and management of international stocks on the logistics aspect.

– Ensure monitoring of the 2023-2025 emergency stock strategy, including decentralized stock pilot projects and then work on the next strategy

– Coordinate the various contacts within the departments involved in the implementation of the strategy (supply chain, finance, accountability, technical management, Bioport, etc.)

– Monitor KPIs in conjunction with the Supply and 3I (Innovation, Impact, Information) departments and our transport logistics service provider.

– Ensure that the strategy is implemented on the logistical aspect.

– Update and create the processes necessary for implementing the strategy in relation with the departments concerned.

2) Emergency stock management

– Focal point for programs in case of demand for international stocks.

– Provide necessary support to Program Managers to release EHRC ECHO stocks.

– Ensure financial reconciliation of stocks prepositioned in Dubai and Lyon twice a year.

– Ensure the process with the accounting department for the entry and exit of stocks.

– Ensure replenishment after each out of stock.

3) Emergency Department: monitoring countries in emergency situations

– Support the Emergency Department for call for projects proposals initiated from headquarters on the Log side – Participates in the instruction and production of logistics frameworks and, where applicable, in their revision.

– Recruitment: write the job description of the profiles necessary for the response, ensure technical tests and technical interviews for the recruitment of the required positions.

– Advise the RLM/LM on the program organization chart and the composition of the teams in accordance with HI organization standards (business lines, classification, organizational principles).

– Advise the RLM/LM on the application and compliance with logistics standards, including LINK, and ensure that they are correctly applied to programs.

– Support the RLM/LM in the deployment of the anti-fraud and corruption policy, anti-terrorism measures and regulations, the environmental agenda and the protection framework against abuse among beneficiaries, communities and staff. HI as part of their programs.

– Initiate emergency logistics activities in accordance with HI policies.

– Carry out field visits when necessary.

– Organizes regular training sessions (at headquarters and in programs) by leading a community of practice.

– Evaluates whether the skills required of logistics managers meet expectations.

– Contributes to the dissemination of donor compliance rules under the authority of the institutional financing department.

– Focal point of the logistics division for emergency preparedness measures (MPM: Minimum Preparedness Measures)

– As part of the EMT (Emergency Medical Teams) registration, ensure the logistical coordination of the annual SIMEX (operational exercise) (contribution to the proposal, implementation of the Simex).

4) Link with Atlas management

– Support Atlas for call for project proposals initiated from headquarters on the Log part

– Advise on logistics support to ensure compliance with HI’s logistics policy and strategy (stock, waiver, etc.).

– Ensure relevant communication and share information relating to EU flights.

REQUIRED PROFILE:

  • You have at least 2 years of experience in a logistics coordination/manager position
  • You have at least 3 years of experience in emergency contexts
  • You have experience in developing humanitarian intervention strategies
  • You are able to understand yourself and project yourself quickly in an emergency context;
  • You are able to work remotely, including capacity building and deployment;
  • You have very good interpersonal skills, are organized and a teacher
  • You are fluent in French and English

ACCESSIBILITY OF THE WORKPLACE:

The premises are easily accessible by public transport (bus, metro). Car parking and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The work space is very bright.
