The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC has a mandate to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian assistance in emergency situations and works to promote respect of international humanitarian law and its integration into national legislation.

As part of the development of its activities in Haiti, the ICRC is recruiting one (1) candidate for the position below:

Position : Safety and Security Manager

Place of assignment: Port-au-Prince

Type of contract: Resident

Reports to: Field security and crisis management coordinator

Duration of the contract: CDD with possibility of change to CDI

Main responsibilities

▪ Supervise, under the responsibility of the Field Security and Crisis Management Coordinator (FSCM Co), the movements of the ICRC and its partners as needed in an unstable security context in Haiti.
▪ Manage the team of radio operators.
▪ Collect information on security incidents from various sources in order to confirm the validity of the information received and manage and update the ICRC data collection tool.
▪ Develop and implement operational procedures relevant to security and crisis management.
▪ Closely monitor the security situation in Haiti, provide analyzes and propose mitigation measures for identified risks.
▪ Build and maintain a solid network of contacts in the police, armed groups, NGOs (national and international) and private circles as support for security analysis.
▪ Monitor the implementation of security recommendations (with premises, fleet, ICT, etc.).
▪ Ensure the follow-up of files related to the passive security of the delegation’s installations.
▪ Supervise security aspects related to the work of private company guards (close collaboration with FAD colleagues).
▪ Actively participate in internal and external meetings dedicated to security and make the necessary internal reports.

Knowledge, experience and minimum criteria required

▪ University diploma (Obtained)
▪ 3 to 6 years of experience in similar positions.
▪ Training and/or experience in the field of security management or professional experience as an analyst.
▪ Mastery of Creole and French and high level in spoken and written English
▪ Experience with communication tools, devices (HF/VHF radio, satellite telephone, satellite messaging, etc.)
▪ Excellent capacity for analysis and synthesis.
▪ Good knowledge of the socio-political-security context in Haiti.
▪ Good knowledge of the mapping of security stakeholders in Haiti and capacity for socio-security networking.
▪ Ability to manage confidential information.
▪ Mastery of IT tools, MS Offices and database management, etc.
▪ Ability to facilitate and deliver training.
▪ Team leadership and team management skills.
▪ Experience in incident management and ability to work under pressure.
