Solthis is a global health NGO, created 20 years ago, which works for prevention and access to quality care for all, by sustainably strengthening health systems and services. We work on the health issues of women, mothers and children, and on major pandemics, HIV/AIDS, tuberculosis. Solthis is a development NGO, present in West Africa with 6 country offices and which, in partnership with local stakeholders, deploys projects including operational research, capacity building and advocacy components.

Logistics Expert (Multi-Country – Steering Wheel)
Contract duration : 6 month fixed-term contract
Status : National ou international
Base d’affectation : 1 of the mission countries
Mission country : Niger, Senegal, Sierra Leone (between 1 month and 2 months to allow in each)
Availability : ASAP
CHALLENGES
Solthis is in the process of defining its new logistics framework, this framework includes a methodological guide and associated tools. The main mission of the logistics expert is to lead, in conjunction with the Country Administrative and Financial Managers (RAF), the Country Logisticians and the Country Directors, the deployment of this framework in each country intervention of the organization.
This framework includes the following fields of action:
- Supply chain management (purchasing, transport, storage and distribution)
- Subcontractor management, supplier relations and negotiation,
- Management of medical inputs,
- Equipment management and maintenance,
- Vehicle fleet management,
- Management of means of communication,
- Management of premises, hygiene, safety and general services
- Management of national and international travel,
- Support for security management
- Management of computer equipment and information systems.
- Taking into account energy and environmental issues,
SPECIFIC MISSIONS
The Multi-country logistics expert contributes to the proper deployment of the Solthis logistics framework in its 5 countries of intervention: by traveling to Senegal, Sierra Leone and Niger and with possible additional support for the Ivory Coast and the Guinea.
He/she carries out a logistics audit of countries during his field missions. He/she ensures the training of all stakeholders in logistics procedures and ensures their correct deployment and use.
As part of the implementation of the repository in country offices, the logistics expert will have the following missions:
Audit Country Logistics
- Support the Country office in thinking about the organization of the Logistics team and links with operational teams
- Support the RAF in coordinating logistics activity with all activities implemented by Solthis in the country (project coordination and support teams)
- Ensure an inventory of equipment and infrastructure by country and develop a renewal plan
- Establish a logistics risk map, propose mitigation measures to reduce the identified risk levels
- Develop an action plan per country
Deployment of the logistics kit
- Contribute to the development of a deployment action plan
- Support teams in implementing new Solthis logistics procedures and tools
- Train stakeholders (RAF, Logistician, Support and Program Teams, Country Director, etc.) in associated procedures and tools
- Implement logistics reporting tools
PROFILE WANTED
Initial training
Bac+ 3 in humanitarian logistics, supply chain management.
Training/coaching experience is required.
Experience
You must have at least 4 years of experience in the field of humanitarian logistics, including 2 years in coordination.
Qualities & Skills
- For this position, we are looking for a person who knows how to supervise teams, adopting a supportive posture, coordinating teamwork, leading change, leading meetings and training, analyzing, synthesizing, alerting and proposing solutions.
- Knowledge of institutional donors and their procedures (AFD, Expertise France, Unitaid, Global Fund in particular) is required.
- He/She must also be able to demonstrate strong responsiveness, teaching skills and listening skills, enjoy teamwork, be very rigorous, and autonomous.
- The position is mobile and requires intervention and travel in 6 countries, an ability to adapt and an appetite for a change of location are necessary.
