SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in 26 countries, SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The mission
SI has been present in Mali since 2012 and has already implemented projects in food security, livelihoods, water, hygiene and sanitation for populations affected by successive shocks: pastoral, agricultural, climatic or security.
From a double nexus perspective, SI has the ability to intervene in both emergency humanitarian actions and development actions.
This year 2024, the overall reduction in funding for the humanitarian sector has led to the closure of two bases (Goundam in the Timbuktu region and Niono in the Segou region). SI now has two operational bases (the coordination base in Bamako and Mopti). To date, SI manages the activities of the project to Strengthen the Early Warning System and the resilience of populations affected by multi-risk shocks in the circles of Niafunké, Timbuktu, Goundam, Rharous, Mopti and Djenné. A project financed by ECHO .
Although the overall reduction in funding for the humanitarian sector continues to increase in Mali, SI remains optimistic and continues humanitarian monitoring throughout the country and continues to maintain good relations with donors.
General objective:
LOGISTICS
– Manage the mission’s logistical activities to ensure the smooth running of IS programs in the country.
– Ensure the implementation of IS logistics procedures and tools on the mission and ensure their compliance and proper use.
– Mastery of the application field and mission focal point: Link (procurement), Eversign (electronic signatures)
– Referent on the mission and the link between headquarters and the mission for any questions related to logistics.
FINANCE/RH
-Direct and coordinate the administrative, accounting and financial services of the mission.
-Participate in defining the Solidarités International Human Resources policy and guarantee its proper application.
-Guarantee the financial balance of the mission. -Ensure compliance with administrative solidarity procedures, donor procedures as well as the laws of the country of intervention.
INTERSERVICES
-Participate in defining the Solidarités International mission strategy, drafting projects and sizing the resources necessary for IS activities
-Referent on the mission and the link between headquarters and the mission for any questions related to administration
Main Challenges:
Volatile security context/strengthening social cohesion/Strengthening, supporting and retaining the log and HR admin team in coordination/strengthening and supporting the log admin assistant at base/Low Coverage of the Mission’s structural costs/Developing a framework for transparent collaboration with suppliers and service providers and ensuring that anti-fraud mechanisms are in place and well followed.
Priorities for the first 2-3 months
Administration :
– Update of HR pack tracking
– Application of the new ROI
– Establishment of an HR pool for identified key profiles and profiles made redundant for economic reasons during 2024 in the event of the launch of new projects or the opening of a new base
– Communicate with teams about psychological care
– Finalize INPS audit (in progress since October 2021)
Finance :
– Adaptation of HR needs and HR sizing during proposals (BOQrH)
– Monitoring of local partner disbursements (PAM) / Monitoring Consortium DP ECHO (financial management and reporting, SI Lead, WHH and AMSODE partners: preparation of reporting formats, verification of reports, holding of meetings etc.
– Monitoring of the DHS envelope (Expenditure excluding Subsidies) granted by Management
– Monitoring of ongoing audits & recommendations
– Update of the monthly MATD report and annexes ANX1, ANX3
– Update of the Compass each month and distribution to different Collaborators
Logistics :
– Adaptation to the drafting of projects, the sizing of the means necessary for the activities of Solidarités International in coordination and on the logistics bases
– Planning and reporting purchasing files for closed programs to headquarters
– Monthly monitoring of the project budget (LFU) and readjustment if necessary in conjunction with the field teams (logistics assistant)
Formation :
Master’s degree in Finance, HR or logistics management.
Experiences and technical skills:
Minimum 3 years of experience in humanitarian work.
Previous experience in an equivalent position would be an asset.

IF WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 550.
SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.
Breaks : During the mission, a system of alternation between work and leave is put in place at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
LIVING CONDITIONS:
Living conditions in Bamako are very good with easy access to a wide range of restaurants, cafes, supermarkets, internet and telephone network, medical facilities, pharmacies, sports halls…
A comfortable house houses both the office and the Guest with single rooms of a good standard and electricity 24/7.
Security risks are low and restrictions are very limited in Bamako.
Security constraints
Outings outside of Bamako depend on the context which remains very volatile.
SI works in a complex security context where access remains very limited where significant humanitarian needs are identified. Several armed groups operate there and impose access restrictions in our areas of intervention.
Since the withdrawal of MINUSMA at the end of December 2023, the FAMA military has intensified operations against radical armed groups in the central and northern regions of the country. In this desire for territorial reconquest, administrative restrictions are imposed by the state. Conversely, the signatory groups proceed with irregular controls/detention against users and at the same time carry out asymmetric attacks against military positions by combining several operating modes including stopping IEDs/mines, firing shells and even ambushes. The combination of these actions strongly restricts the humanitarian space that could lead to stop-and-go actions by NGOs. The attack against the strategic positions of the army on August 17 in Bamako suggests uncertainty on the security level in Bamako. First of all, this attack demonstrates the capacity of radical armed groups to infiltrate Bamako and strike a blow at the heart of the FAMA security system supported by Russian auxiliaries. Then, this attack which illustrates the fragility of the regime’s security system could lead to attempts at a coup d’état by part of the army. All of this taken together leads us to more vigilance in Bamako and Sévaré.
