SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflicts and natural disasters by meeting vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in 26 countries, SI teams – 3,200 people in total made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The mission
SI has been operating in the countries of the Sahel region for several years and has a regional office in Dakar. In the Gulf of Guinea, SI still has a valid registration in Ivory Coast.
In March 2023 SI led a first exploratory mission to Togo, Benin and Ivory Coast, facilitated by local authorities who allowed direct access to the northern border areas of these countries: Dapaong, Pognon, Tône, Cinkassé in Togo, Matéri and Tanguièta in Benin, Ouangolodougou, Kafolo, Tougbo, Bolé in Ivory Coast. Since August 2023, SI has maintained a permanent presence in Togo and Benin and the first interventions benefiting displaced people, refugees and host communities have been carried out, notably in Dapaong in Northern Togo and in Natitingou in Northern Benin.
SI carries out its interventions with national and international partner NGOs: HI, for the project financed by ECHO, and OREPSA (Togo) and HAVRE de PAIX (Benin) for its 2 current projects (ECHO and CDCS), for which SI is leader of file (lead). The mission is currently financed by ECHO (1 contract) and CDCS (1 contract) and wishes at the end of 2024 to position itself on a renewal of these 2 financings, but also on BHA financing, for Togo. For 2025, the mission will also have to prospect other donors, such as the European Union (DG INTPA) and the AFD, in a context of a small but evolving crisis, with little funding and a lot of competition, to which IS will have to adapt over time. The estimated budget for the mission in 2024 is 1.7 million euros and the targeted budget for 2025 is 2.5 million euros. The mission wishes to consolidate its existing partnerships while developing new partnerships.
General objective:
Development of project proposals in conjunction with program and support coordinators, contractual monitoring of projects, preparation of reports, contractual monitoring of partners, communications focal point for the mission.
Main Challenges:
Creation of the Grants department, Strengthening of IS teams and partners in terms of proposal writing, reporting and understanding of donor expectations and co-financing on the mission.
Priorities for the first 2/3 months:
Development of 3 2025 project proposals in conjunction with international and national partner NGOs: 2 renewals: ECHO (SI in lead in consortium with HI); CDCS and 1 new proposal to BHA.
Security constraints:
The security situation in North Togo and North Benin (borders with Burkina Faso and Niger) has experienced a sharp deterioration since 2022; This leads to very strong constraints in terms of humanitarian access that can change suddenly, requiring a capacity to adapt and the formulation of innovative and flexible solutions and modalities to enable the continuation of effective humanitarian assistance.
LIVING CONDITIONS:
The city of Lomé is the capital of Togo and the largest city in the country. Life there is relatively pleasant. The city benefits from numerous restaurants and places to go out. Lomé being a seaside town, the beach is always crowded with people on weekends, with the risk of pickpockets and swimming is dangerous due to strong currents. However, “private” beaches exist and are recommended, both from a general safety and swimming safety point of view.
The city benefits from very good telephone and internet coverage, with several operators.
The city is in security level 2, and as such, there are few security constraints, beyond the classic INGO rules such as the ban on driving two motorized wheels or even walking alone at night during late hours. There is no curfew or restricted area, although the Grand Marché area is prohibited after 7 p.m. Additional restrictions could nevertheless be considered depending on the evolution of the political and social situation in the country.
The position is supported by SI in shared guest (accommodation).
Formation : Master’s degree in international relations, development and humanitarian action, political science or equivalent
Experiences and technical skills: Previous experience in the humanitarian sector would be an asset.
Grant management, knowledge of different donors/Coordination of the writing and development of project proposals/Autonomy and stress management, excellent writing and representation skills, clarity, precision and ease in oral and written expression

IF WILL OFFER YOU THE FOLLOWING CONDITIONS
Depending on experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700. SI also covers accommodation costs and travel expenses. travel between the expatriate’s country of origin and the place of assignment.
Breaks : During the mission, a system of alternation between work and leave is put in place at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
