The Democratic Republic of Congo (DRC) remains shaken by the consequences of decades of civil war. In a precarious situation, the displaced suffer from chronic food insecurity or diseases linked to lack of access to water, hygiene and sanitation. Present since 2003, Acted works mainly to respond to emergencies, strengthen the resilience of populations, co-build effective governance and promote inclusive and sustainable growth. Operating today mainly in the areas of South Kivu, Tanganyika and North with projects financed by BHA (Bureau for Humanitarian Assistance), FH (Humanitarian Fund), ECHO (European Civil Protection and Humanitarian Aid Operations) and FCDO (ForeignCommonwealth & Development Office), Acted provides a flexible and adapted emergency response to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven projects underway in our different areas, Acted seeks to meet their immediate needs in terms of access to housing (shelter), food security, essential household items and even access to water, while ensuring promotion of a protective environment.
Acted currently has three different projects in the South Kivu Zone. A multi-sector emergency project in food and non-food aid, CCCM and also agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South-East zone. And a project relating to emergency assistance in shelter and essential household items for displaced and host populations. With regard to the Tanganyika Zone, Acted is currently carrying out two projects including one on the theme of Coordinated Action for multi-sectoral programming in the camps and outside the camps and another carried out in consortium consisting of supporting recovery activities agricultural and provide food assistance for vulnerable people. Finally, for the North Zone, Acted also has a multi-sectoral response project in terms of food assistance, agricultural support, economic recovery as well as support in terms of Water, Hygiene and Sanitation (WASH).
Acted is committed to acting today and investing in the future with the contribution of a broad network of partners, local organizations, global networks and different clusters who bring their expertise, experience and voice for the smooth running of the mission and the achievement of its impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as entities such as OCHA.
Main role and responsibilities
Under the authority of the Zone Coordinator and the Country Finance Manager, the Zone Finance Officer (AFO) will be in charge of Zone Finances. More specifically, he/she will be in charge of implementing and monitoring financial management and control tools. He/She will also be in charge of training the Finance team.
Budget preparation and contractual review
- At the request of the CFM, prepare budgets based on supporting information documents on costs (allocation tables, monthly operating costs and SAGA) and program/logistics inputs (BoQs, designs, etc.)
- At the zone level, manage the financial part and the start-up and closing meetings of the zone’s projects.
Implementation and monitoring of financial tools
Monthly consolidation and review of TITANIC
- Accounting flows for the area (the 5th of each month and on request)
- Check that cash and bank balances in SAGA match the account book, bank statements and actual cash in the safe. If there is a difference, identify the reasons for this discrepancy and correct it.
- Ensure that flows are well identified and referenced
- Check the rates of advances and open loans and assess the risk for Acted if it exists
- Analyze exchange rate gains or losses, carry out surveys upon request from the CFM to optimize exchange operations.
- Ensure that the financial information on the exit forms of employees leaving the organization matches the accounting data (SAGA) and that advances are closed at least 5 days before the employee leaves the organization.
Revision of accounting data (between the 1st and 4th of each month and on request)
- Ensure that monthly entries in SAGA comply with the description of Acted standards.
- Ensure that each entry has a second label and a Third Party code if necessary as required by the standards description.
- Check that entries in SAGA have the correct accounting code, in line with Acted’s accounting standards charter.
- Cost analysis (between the 10th and 15th of each month and on request)
- Review the ACTs of the area and suggest potential re-allocations to the CFM
- Upon request, present an area cost analysis to CFMs and CDs to assist in the decision-making process.
Allowances (between the 10th and 15th of each month and on request)
- Monitor Acted resource allocations per project at the area level.
Budget control and structure support (between the 10th and 15th of each month, and on request)
- Update the BFU, CFU, DFU monthly for projects in the area, and send them to the CFM for validation.
- Provide an analysis of Acted resources that can be subsidized with new proposals.
- Identify financing gaps and risks
Prepare the payment of employee salaries (between the 25th and 30th of each month)
- Ensure consistency between FLATS, attendance sheets and leave sheets.
Training and skills building
- Provide training to finance employees in the area on Acted’s FLAT procedures and tools.
- Support the Finance and Administration teams in mastering financial documents, using SAGA software
- Contribute to strengthening the overall efficiency of teams
- Carry out financial management training for local partners
Qualifications and skills required
- Master’s degree in Finance, Audit, Business Management or equivalent;
- At least one year of solid experience in financial and budgetary management;
- Finance/accounting skills;
- Excellent communication and writing skills to effectively report the financial performance of programs;
- Ability to monitor and evaluate teams’ financial and monitoring skills, capacity building skills;
- Ability to take responsibility and manage stress;
- Ability to function in an intercultural environment requiring flexibility;
Conditions
- Salary defined by the Acted salary scale according to the level of studies, expertise, level of security and level of experience: between 1600 and 1800 € net monthly (before income taxes)
- Monthly living expenses allowance $300
- Guesthouse accommodation and food covered by Acted
- Social security, mutual (MSH) and repatriation assistance (SOS International) supported by Acted
- Transport to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
- Visa fees covered by Acted
- R&R every 3 months (plane ticket covered up to $500 + additional compensation of $200)
- One week of preparation for departure including 4 days of immersion safety training
- Annual leave of 25 to 43 days per year
- Possibility of having a 30-minute call with a tax consultant
- Psychological support (meeting with a professional)
