Currently, DRC is looking for a MERA Officer to work in the National office, Bogotá.

General purpose of the role:

Under the direction of the Team Leader MEAL, provides support in information management (collection, purification, transformation, analysis and visualization of data), guaranteeing its quality in accordance with the technical requirements and established guidelines, facilitating decision making for both DRC and for its implementing partners in all programs developed in Venezuela. Collaborate with programmatic teams and support requests related to information management, contributing to the development of new tools and applications that improve and optimize executed programs.

Responsibilities:

  • Use Microsoft PowerApps to create data management platforms and ensure continuous improvements in the secure, responsible and systematized management of information.
  • Implement the DRC information management strategy in the programs carried out in the organization.
  • Use KOBO to design data collection forms and field information collection tools.
  • Provide training and support to DRC staff, implementing partners, surveyors and workers on information management issues, data collection tools, and in case of technical difficulties or questions related to databases and IM in general.
  • Assist in the use and configuration of devices.
  • Use PowerBI to create visual reports that monitor DRC program indicators and protection monitoring (such as maps, charts, infographics, dashboards).
  • Perform quality control and supervise the data collected, identifying and correcting errors in the collection or entry of information.
  • Ensure data collection adheres to protective data management (PIM) principles.
  • Maintain and preserve the databases of all active DRC programs, considering the information protection and confidentiality policy.
  • Ensure secure sharing and updating of databases and other files that document program progress within agreed timelines and in accordance with DRC standards.
  • Contribute to the design and implementation of strategies and data presentations that facilitate reflection on information and allow decision-making based on evidence.
  • Manage information through specialized software for statistical data analysis (Orange, Python, R and RStudio).
  • Provide support in the preparation of GIS (Geographic Information System) maps.
  • Ensure constant coordination with program team members.
  • Apply technical techniques and procedures for data analysis of programs executed by DRC.

Experiences and technical skills:

  • Minimum 2 years of professional experience in information management, performing functions in data systems development, data management, analysis and information technology (platform programming, analysis and data transformation).
  • Dominio de Microsoft 365 / SharePoint / PowerApps.
  • Expert level in the use of Excel (Tables, PivotTables, PowerQuery and Data Sources).
  • Experience in form design at KOBO/ODK/MoDa.
  • Knowledge in creating and layout Dashboards in PowerBI/Tableau/Looker Studio.
  • Advanced level in relational database management (SQL, Normal Forms and ER models).
  • Familiarity with at least one statistical analysis software (STATA, R & RStudio).
  • Knowledge of report design and layout.
  • Knowledge of at least one programming language oriented to data analysis (Python).

Desired:

  • Work experience in the humanitarian field and in data management for humanitarian protection.
  • Knowledge of Geographic Information Systems (GIS) such as QGIS or ArcGIS.
  • Intermediate knowledge in managing large volumes of data.
  • Familiarity with handling unstructured information.

Education:

Professionals in engineering, statistics, mathematics, software development, computer science, social sciences or related areas.
