WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

CONTEXT
Médecins du Monde has been working in Morocco since 2013 to ensure access to inclusive, quality care and protection services for all people in vulnerable situations.
MdM-Belgium works in Morocco in close collaboration with Moroccan civil society organizations.
The themes of intervention in the country are: Health and Rights in Migration (SDM), Sexual and Reproductive Health and Rights (SRHR) with Gender-Based Violence (GVB) and MHPSS transversally and the main axes concern: technical and programmatic support to local partners, consortium coordination, advocacy and mobilization of networks around themes of interest.
In response to the emergency situation following the earthquake that occurred in September 2023, Médecin du Monde and its partners launched an emergency response in the most affected areas in order to provide adapted aid to the most vulnerable people affected by the earthquake. earthquake.
Our interventions focus on 3 areas mainly: Oriental Region, Rabat-Salé Region and Marrakech-Taroudant Region.
Médecins du Monde has been operating in Tunisia since 2013 and aims to provide access to inclusive, quality healthcare to all people present on Tunisian soil regardless of their administrative status or economic and social situation; with individuals aware of their rights, strengthened communities and institutions with healthy governance and operational accountability mechanisms.
THE ESSENTIAL
Under the supervision of the North Africa regional director, you are responsible for the definition and HR deployment of the operational strategy of the programs in your region. You raise the HR issues of international projects in the countries of intervention in North Africa (currently Tunisia and Morocco). You play a crucial role as a transmission link between the HR managers of the countries of intervention and the regional team as well as the HR department at headquarters for all HR questions. As a technical referent for HR managers, you provide them with support and advice on all HR policies and procedures (induction policy, training policy, employment regulations, salary scale, etc.). You contribute to the development of HR tools, processes and policies. You support the deployment and implementation of quality HR processes and tools in order to improve the management of national and international personnel. You ensure compliance of HR activities with the legal and budgetary framework of the countries on the one hand and with the HR frameworks on the other hand.
TASKS AND RESPONSIBILITIES
Inasmuch as regional HR coordinatoryou guide, advise and support the HR managers in the countries where your portfolio operates.
Task Examples
- Organize regular meetings to define HR priorities for each country of intervention, and the problems encountered, find solutions and follow up.
- Provide technical support on all human resources management issues: recruitment policy, personnel monitoring (annual interview, training, disciplinary procedures, etc.), talent identification, skills development, mobility, development, team composition, grid functions and salaries.
- Ensure that new positions to be filled or replaced are opened on time
- Participate in the recruitment process for positions in the region
- Support HR managers in defining training plans and their implementation
- Organize briefings and induction of HR Managers as well as their support plan
- Ensure that evaluation interviews are carried out for all staff and that they are archived in personal files
- Participate in or supervise the disciplinary process or administrative investigation
- Participate in setting the objectives of HR managers in the portfolio’s countries of intervention and in their technical evaluations
Inasmuch as Member of the North Africa regional teamyou actively participate in team meetings in order to of ensure the sharing of relevant information to support decisions.
Examples of tasks:
- Provide advice in HR matters for the smooth running of operations and question the HR setups of the missions. Help define HR needs and team sizing. Help define the desired profiles and develop job profiles
- Actively participate in budget analyzes (HR costs & team compositions), propose alternative solutions (e.g. internal mobility in the region)
- Evaluate methods/processes already in progress and their application (e.g. insurance)
- Carry out field visits (internal control, coaching, harmonization of practices, etc.) to the countries in the portfolio
- Actively participate in the activities of the operations department (e.g. coordinators’ week);
- Contribute to the preparation and implementation of exploratory missions at the regional level
- Lead emergency preparedness actions in your department, and in the event of an emergency, reorganize your team’s priorities according to regional management’s strategy in order to ensure an effective response.
Inasmuch as HR specialist, you actively participate in the life of the headquarters HR department and in the improvement of the organization’s HR policies and tools
Examples of tasks;
- Escalate HR issues from countries of intervention in the region to the HR department
- Contribute to the development of HR policies, guides, manuals or processes in order to improve the quality of the organization’s HR management.
- Make improvements to existing procedures or tools within the HR department.
- Ensure the reporting of HR data from the portfolio’s countries of intervention and the monitoring of dashboards.
- Contribute or take a lead role on certain specific HR projects that fall within the framework of the annual HR action plan.
- Actively participate in meetings, activities, strategic discussions of the HR department
- Feed and formalize the content of HR briefings/debriefings.
- Organize HR and administrative personnel briefings/debriefings
- Check/monitor the payroll of international staff monthly
These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.
YOUR PROFILE
ESSENTIAL
Training and experience
- Bachelor’s or Master’s degree in Human Resources Management (or similar training).
- Minimum 3 years of experience in a similar function or field HR function.
- Knowledge of the North African context is an asset.
- Proven experience in a coordination position within a humanitarian NGO.

- You enjoy working in a team and at the same time have the ability to function independently
- You are a good mediator and have the ability to reconcile different points of view

- You are discreet and you know how to handle information in complete confidentiality
- You are able to manage individual and collective conflicts

- Good command of the Office pack.
- Perfect command of French and good knowledge of English.
