CONTEXT :
Humanity & Inclusion (HI) has been present in Senegal since 1995. Its first interventions were in the field of functional rehabilitation and mine clearance in Casamance in the south of the country. Today HI is developing projects in the areas where the needs are the most significant, namely in the North with the two regions of Dakar and Thiès and, in the South in the three regions of Casamance (Ziguinchor, Sédhiou, Kolda). HI has broadened its scope of action and is implementing projects around 4 main areas: inclusive education, training and professional and economic integration of vulnerable people and people with disabilities, health and in particular rehabilitation and non-communicable diseases such as diabetes and finally the reduction of armed violence with conflict transformation and mine clearance.
During 2023, our organization in Senegal helped almost 45,000 beneficiaries.
The budget amount implemented within the country represents approximately 3.5 million euros and the team has around a hundred employees.
HI in Senegal is anchored in an ambitious partnership strategy and drives innovative approaches within HI such as the development of the use of artificial intelligence for the employment of disabled people.
From 2025/2026, HI Senegal will integrate a Regional Geographic Program made up of 7 countries in the sub-region.
The position is based in Dakar with some internal and international travel within the West Africa sub-region.
YOUR MISSION:
Under the responsibility of the Geographic Director, you contribute to the implementation of the mandate and strategy of Humanity & Inclusion. You ensure the optimization of the quality and impact of program activities, through a delegation system with appropriate control mechanisms. You share with all other HI managers the responsibility for sound management and proper functioning of the overall organization, through paradigm shifts.
- In Senegal, you are the legal representative of the entire HI organization internally and externally and promote a high-level reputation and positive image of HI.
- You deploy HI’s full mandate and the organization’s strategy in its geographical area alongside operational partners, institutions and/or donors, and manage organizational transformation in accordance with the regionalization and decentralization projects of the Africa Directorate. ‘West. This involves the development and implementation of the program’s operational strategy. In the event of an emergency, you assume responsibilities in accordance with the defined response framework.
- You ensure compliance with its budgetary framework (including pooled funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.)
- You actively monitor and analyze the evolving context, in order to identify risks and opportunities.
Responsibility 1: Support the deployment of the last phase of the country strategy: volume, sector of intervention, etc.
Responsibility 2: Support the Senegal program within HI’s regionalization project in West Africa.
Responsibility 3: Direct management of a senior management team of 6-7 people.
- Establish a team spirit and team functioning guaranteeing synergies and the exchange of good practices between the different actors in the program and with colleagues at headquarters.
- According to the program’s human resources strategy (in StratOp), you ensure the sizing and planning of the program’s human resources needs.
- Recruit and contribute to the professional development, autonomy and well-being at work of your direct managers: in connection with the corresponding professional channels, define formalized individual objectives, ensure consistency between HI’s needs and the skills and motivation of its teams, develop and follow the skills development plan, evaluate individual performances, contribute to career development.
Responsibility 4: You are responsible for fundraising and resource planning.
- You ensure that financial control and monitoring of operations are effective in the program
Responsibility 5: You are responsible for managing security.
SPECIFICITES/PARTICULARITES DU POSTE :
Dakar is a pleasant city which offers a wide choice of cultural activities and restaurants.
YOUR PROFILE:
- You hold a Master’s degree (Bac+5) in the fields of humanitarianism, development or other close and relevant field (international studies, law, po sciences, or more technical studies related to the project, etc.)
- You have experience as a Country Director/Head of Mission in a development and/or humanitarian context
- You have at least 5 years of experience coordinating humanitarian or development projects in an international NGO
- You have experience in team management, including remote management
- You demonstrate leadership: you inspire confidence, you know how to motivate, make decisions, and lead
- You have good anticipation, planning and organizational skills
- You know how to communicate and negotiate internally and externally
- You are comfortable with making decisions and are proactive and bring solutions in all circumstances
- You are fluent in French and English, both spoken and written.
Experience with HI and/or a very good background in the Senegalese context or the West African sub-region are assets for this position.

- International contract of 36 months starting ideally from November 18, 2024;
- The international contract allows social coverage adapted to the needs of each person:
- Unemployment insurance levied only for EU nationals;

- Salary : from €3,232 gross/month; according to professional experience;
- Lose : €570.33 net/month – paid in local currency on the ground;
- Paid leave : 25 days per year;
- R&R : 1 day per + possible transport/package cover;
- Then:
- Unaccompanied:
- Coverage of transport costs, visas and transport of your personal effects;
- From 12 months of mission: a child allowance of €100 paid from 2 dependent children, paid in local currency in the field;
- Open to couples:
- Coverage for the accompanying person of visa and travel costs, insurance if not covered;
- Coverage of an annual return home ticket;
- Open to families: package familial

- Contribution to school registration fees for children over 3 years old;
- Health coverage for the whole family;
- Coverage of transport costs, visas and transport of your personal effects;
- Accommodation: Individual supported by HI;
