Purpose of the position:

Economic recovery programs are a cornerstone of DRC programs worldwide. Economic recovery programs combine a series of interventions aimed at supporting people affected by conflict and/or displacement to recover, protect and strengthen their livelihoods. The economic recovery component includes activities from supporting households to cover basic needs in emergency contexts, to the recovery and/or strengthening of resilient livelihoods and obtaining sustainable access to financial services.

The economic recovery specialist position will have a regional scope, and its main objectives will be to contribute to a better understanding of the economic recovery context in Latin America, and to lead the implementation of economic recovery programs in the region with digital approaches (particularly the use of digital tools for integration) and green. The economic recovery strategy promotes integration with the other DRC programmatic components in the Region.

The economic recovery specialist will provide technical and strategic support to the program teams in the countries, will lead the development of tools and technical guidelines for the digital and green strategy, and will ensure the strengthening of the capacities of the program teams and DRC partners, particularly on issues of socioeconomic integration, use of digital tools for socioeconomic integration and green approach.

Main responsibilities

Programmatic and strategic development

  • Contribute to the preparation and periodic updating of the regional economic recovery strategy and in particular the digital and green components, under the supervision of the regional economic recovery coordinator
  • Support national offices in socioeconomic integration strategy development processes with a green and/or digital approach
  • Provide contextual, technical and strategic inputs for the development of digital and green strategies in countries in the region
  • Provide technical, strategic and financial inputs for the development of socioeconomic integration project proposals with green and/or digital components
  • Carry out and periodically update a mapping of relevant actors for green and digital approaches in the region.

Project management

  • Lead and coordinate project implementation DIGREE – Digital and Inclusive Green Resources for Economic Empowerment of extremely vulnerable households, people on the move, and H2R
  • Ensure quality and compliance with minimum standards in the implementation of entrepreneurship activities, employability, and green and digital approaches
  • Evaluate, update and develop teaching material and training modules to strengthen capacities on entrepreneurship, employability and financial inclusion issues
  • Lead the learning processes and the generation of evidence on the uses of virtual modalities, hybrids in socioeconomic integration processes, and on green approaches for entrepreneurship and employability programs
  • Map and coordinate activities and projects with key actors on digital and green issues in the region.
  • Prepare periodic project reports
  • Prepare budget planning for projects
  • Participate in the launch, review and closure meetings of projects with green and digital components
  • Support program staff in the induction and capacity development process at the beginning of projects

Technical support

  • Provide technical support to area managers and project managers, upon request from the national offices of the region
  • In collaboration with the MEAL team, help the development of tools and strategies for monitoring, evaluation and systematization of learning
  • Develop and implement capacity-building plans for DRC teams and partners, upon request of the Regional Economic Recovery Coordinator

Coordination and representation

  • Coordinate with DRC technical references on digital and green issues
  • Collaborate with relevant internal and external actors, including agencies and technical experts, private and institutional actors, regional or national DRC specialists

Represent DRC in coordination spaces for issues related to digital and green approaches.

Experiences and technical skills:

This is an opportunity for a professional with experience in livelihoods and in particular in socioeconomic integration, entrepreneurship, employability with a green approach, in the use of digital tools for socioeconomic integration, education and financial inclusion, or other experiences in livelihoods in contexts of humanitarian assistance, early recovery and/or search for durable solutions.

  • Minimum three (3) years of experience with national or international humanitarian or development assistance organizations with a programmatic focus on socioeconomic integration and livelihoods in the context of conflict and/or displacement
  • Practical experience and up-to-date knowledge on:
    • Green approach for economic recovery programming.
    • Approach and digital tools for capacity building and socioeconomic integration.
    • Management of innovation projects in humanitarian and development context.
    • Public policies for socioeconomic and cultural integration of the refugee and migrant population, and the internally displaced population.
    • Projects to support microentrepreneurship, employability, and financial inclusion, in coordination with public and private actors.
    • Development of alliances with private sector actors for training, mentoring, production and commercial activities for micro entrepreneurs in an urban context.
    • Concepts, methodologies and effective forms of support for livelihoods in relation to DRC’s key activities: employability, entrepreneurship, financial inclusion, support and development of technical and interpersonal capabilities, development of value chains, labor market study, linkage with social protection systems, etc.
    • Current trends in the area of ​​livelihoods: graduation approach, private and public partnerships, and innovative approaches and environmental protection.
  • Experience with providing direct and remote technical support to operational teams, technicians and program managers
  • Knowledge of the program management cycle and impact evaluation and monitoring methodologies for livelihood activities, as well as exit strategies involving public and private actors
  • Demonstrated capacity in context assessments, needs assessments for development and recovery of livelihoods, analysis of labor markets and opportunities for entrepreneurship
  • Demonstrated ability in capacity building, development of teaching materials, technical guides, facilitation of workshops and training
  • Experience working in a multidisciplinary team, building relationships and collaborations with a variety of government, civic and private actors
  • Ability for critical analysis and strategic thinking
  • Excellent communication, representation and coordination skills
  • Excellent writing skills in Spanish Basic/intermediate ability in English is considered an advantage.

  • Relevant university degree political science, law, economics, international cooperation, social work, psychology, human rights or equivalent professional qualification.
