The Office of Staff Security (OSS) is responsible for leading the management of security policies and operational support to country offices to enable the effective implementation and delivery of IOM programmes and activities, while managing security risks to acceptable levels.

Under the general supervision of the Director, Office of Staff Security at Headquarters, the direct supervision of the Regional Security Officer and the administrative supervision of the Regional Director, the Regional Security Support Officer will be responsible for actively assisting the IOM Regional Office for West and Central Africa in implementing appropriate safety and security management procedures that will effectively address issues related to staff security and the protection of IOM assets.

The incumbent is also responsible for assisting all IOM missions in the region as required.

Responsibilities and Accountabilities

  1. Provide expert support in the implementation of region-specific safety and security plans by familiarizing himself with the various procedures and policies of the UN Department of Safety and Security’s security management system, and by advising the Regional Security Officer and the Regional Director on safety and security matters in assigned areas of responsibility.
  2. Support the Regional Security Officer in liaising with other UN agencies and organizations, government counterparts and partner security services, the United Nations Department of Safety and Security (UNDSS) and other local security stakeholders at appropriate levels.
  3. Assist the Regional Security Officer in ensuring that all IOM staff comply with the UN Department of Security Travel Request Information Process (TRIP), Movement of Personnel Procedures (MOP) and the UN Security Clearance Policy. Also assist the Regional Security Officer in ensuring that all IOM staff have a working knowledge of the UN Security Risk Management (SRMM) measures; Residential Security Measures (RSM), Country Office Security Risk Management (SRM) documents and the UN System Security Policy Manual for Security Services – which includes an understanding of the various UN evacuation/emergency and security plans for security services.
  4. Acquire a comprehensive operational understanding of IOM programmes in the region and in country offices and contribute to the drafting of security risk assessments in areas where IOM works or plans to deploy its teams.
  5. Assist the Regional Security Officer in monitoring the performance of Field Security Associates or designated Organization and Country Office Security Focal Points based in the Regional Office and Country Office, to ensure that the appropriate level of staff safety and security is provided and sustained.
  6. Assist the Regional Security Officer in conducting physical security surveys of offices, vehicles and staff residences to ensure compliance with the United Nations Security Risk Management Measures (SRMM) and Residential Security Measures (RSM), ensuring that IOM specific operational requirements are taken into account in the implementation of security measures and that a people-centred approach is integrated into security risk management.
  7. Participate in security assessments, identify and monitor all security threats and trends which will enable comprehensive threat and risk analyses to be undertaken, followed by a written report.
  8. Effectively monitor and analyze the local and regional security situation and report significant events and incidents in a timely manner to the Regional Security Officer using prescribed reporting forms and procedures.
  9. Coordinate security information with the Regional Security Analyst that requires threat and risk analysis for potential direct or indirect impact on IOM personnel and operations in the region.
  10. Assist the Regional Security Officer in developing training materials and coordinating and implementing mission-specific training activities, seminars and briefings, as appropriate, coordinating staff participation, to ensure that security training is delivered in a professional manner and in compliance with IOM and UNDSS training standards.
  11. Assist the Regional Security Officer in conducting regular reviews of existing IOM/UN security documentation for IOM premises, compounds and field offices in the regions and at the country office level, to ensure that these documents are functional and up to date.
  12. Update all regional contact lists, including call sign lists, and ensure the overall functioning of IOM specific communication systems, in particular SCAAN, by regularly monitoring, testing and maintaining the functioning of regional communications. Assist the Regional Security Officer in ensuring that all relevant safety and security information is disseminated in a timely manner to IOM staff.
  13. Support the Regional Security Officer in conducting preliminary investigations and analyses (as required) regarding security breaches and incidents in the region, while ensuring strict confidentiality.
  14. Respond to complex security questions and suggest an appropriate course of action in coordination with the Regional Security Officer.
  15. Undergo training on radiocommunications procedures and maintain sufficient level of proficiency in radiocommunications procedures to support the Regional Security Officer in training on radiocommunications procedures for IOM staff.
  16. Support the Regional Safety Officer in creating and maintaining an up-to-date and organized system for communications documentation and safety records.
  17. Carry out any other tasks that may be assigned to him.

Qualifications and experience required:

Education:

  • Master’s degree in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field from an accredited educational institution, with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • At least two years of progressively responsible professional experience in international relations, security, disaster or emergency situations, with security responsibilities in the public or private sector is required;
  • Experience working in the United Nations Security Management System is desirable; and
  • Certification from the Department of Safety and Security in one of the following areas: Security Certification Program, Security Analysis Practices and Processes (SAPP), Hostage Management (HIM), Training and Development and Certification Courses (TDC), and Safe and Secure Approaches in the Field (SSAFE) is desirable.

SKILLS

Translation

The official languages ​​of IOM are English, French and Spanish.

MANDATORY

For this position, fluency in English and French (oral and written) is required.

DESIRABLE

Working knowledge of an official UN language is an asset.
