Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

Just as in the professions it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the greatest efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

French Red Cross in the Union of the Comoros

The French Red Cross (CRF) has been present in the Union of the Comoros since 2000 through programs in the areas of prevention, preparedness and response to emergencies caused by natural disasters and health crises. It has provided support to the Comorian Red Crescent (CRCo), a member of the PIROI program, during disasters such as the cholera epidemics in 2002 and 2007, the 2009 plane crash, the floods in 2003 and 2012 and cyclones Hellen in 2014 and Kenneth in 2019. PIROI is the CRF Indian Ocean Rapid Intervention Platform which also acts as the CRF Regional Delegation in the region. In addition to emergency response, the CRF through PIROI supports the CRCo in disaster risk reduction activities, including awareness raising and risk education for which it has expertise at the regional level in the islands of the South West Indian Ocean.

Since 2016, the CRF has been developing community health programs, as well as actions to prevent and prepare for risks linked to climate change.

The Country Delegation is based in the capital in Moroni. 2 bases serve as sub-delegations in Anjouan and Mohéli. The team is made up of an average of 6 expatriates (DMI) and 50 local employees (80% of whom are in Moroni.

It should be noted that living and working conditions are very good in the Comoros (including security).

Comorian Red Crescent

With 15 permanent staff at the national headquarters and more than 3,000 active volunteers across the 3 islands, the CRCo works mainly in the areas of first aid, risk and disaster management, health and youth.

General mission of the DMI:

Reporting to the Head of Delegation and working closely with him, the Health Coordinator is responsible for planning and monitoring the various programs and projects implemented in the health field by the CRF in the Union of the Comoros. He is in functional contact with the Health Technical Officer at the CRF headquarters in Paris.

The CRF currently manages 3 health projects in the Comoros, a project related to the response to COVID19, a vaccination project and a project to combat Gender-Based Violence (GBV). A multi-year community-based primary health project starts in July 2023.

Natural Disaster Risk Reduction projects are being developed.

  • Ensure programming and planning
  • Technical and methodological support for the establishment of a Monitoring-Evaluation system for each project and for the delegation
  • Ensure the implementation of mechanisms for reporting information and managing complaints from projects and the delegation
  • Ensure the implementation of a learning mechanism
  • Participate in good partnership relations and the development of National Societies
  • Provide effective and dynamic leadership and management of your team

Conditions of employment

  • Status type : expatriate
  • Contract type : French law fixed-term contract/precarious employment bonus paid at the end of the contract
  • End of year bonus : equivalent to a 13th month pro rata to the time of presence
  • We lose : daily per diem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
  • Health coverage : CFE + MSH Mutual (100% covered) – 75% covered by the CRf

Qualifications and experience

A degree in project management, human sciences, statistical analysis, monitoring & evaluation is mandatory.

Experience in project management and coordination in different sectors of intervention (if possible in health and/or DRR) and experience in SERA functions are strongly recommended. Experience and/or knowledge in communication is an asset.
