SITUATION/POSITION : Operations Management – Governance Department – State Revenue, Financial Systems and Local Governance Division (RSGL – 18 people in Paris)
Within the RSGL division, the Local Governance Project Unit Coordinator ensures the operational implementation of all phases of the project cycle (from design to capitalization) for Local Governance projects. He/she works daily with all the financial, technical and managerial stakeholders involved in the projects.
The Local Governance project unit coordinator may also be required to work on pole projects outside of their specialist area.
Identification of opportunities
- Participates in promotional and prospecting activities with project owners, lessors and beneficiaries.
Contribution to preliminary projects and drafting of offers
- Supervises and/or may participate in the analysis of calls for projects, specifications or Terms of Reference;
- Identifies the necessary resources (partners, experts, service providers, etc.) and prepares the contractualization;
- Ensures the consistency of the budget produced by the Project Manager.
Management of projects assigned to him/her and support for the implementation of the objectives of a project or program falling within his/her unit in compliance with the constraints set
- Guarantees, in collaboration with the pole manager/deputy, consistency in the instruction, implementation and coordination of projects in his/her unit and ensures compliance with and application of internal and external procedures;
- Ensures coordination between the various project stakeholders (EU, Expertise France teams based in the field, institutional partners of the Member States, etc.);
- Supervises financial monitoring, technical and financial reporting of projects to the lessor according to current procedures;
- Supervises communication activities on his/her project/unit, providing the consolidated data necessary for the promotion of activities and/or projects;
- Ensures the proper flow of information and the maintenance of good collaborative relations with the embassy services of the countries concerned as well as with local and international authorities.
Monitoring, evaluation/capitalization process
- Implementation of a reliable and relevant monitoring, evaluation and capitalization system;
- Participates in promoting feedback from his team and disseminating best practices.
Support for management of the unit team
- Contributes to the performance management of the unit team;
- Participates under the responsibility of the pole manager/deputy in defining the individual objectives of the members of the unit and provides elements contributing to the annual evaluation carried out by the pole manager/deputy;
- Reports any issues within the team to the department manager;
- Participates, with the support and guidance of the Unit Manager, in the development and accountability of unit members;
- Participates in recruitment and integration operations for new talent;
- Passes on his know-how and promotes the development of the team’s skills and know-how;
- Supports and empowers the unit’s employees;
- Identifies inappropriate behavior and participates in reframing under the supervision of the pole manager;
- Can ensure the representation of the pole internally or externally by replacing the Pole Manager.
Desired profile
- Proven ability to coordinate and manage teams;
- Knowledge or professional experience in strategic local governance topics desired
- Proven expertise in multi-stakeholder consultation and institutional dialogue
- Ability to work independently and take initiative
- Proven prioritization and organizational skills
- Very good written and oral communication skills, in French and English.
The compensation for this position consists of an annual package including the following benefits:
- A 13th month paid monthly and effective upon taking up the position.
- A variable portion of 3% of the annual gross salary
- More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year.
- A share of profit-sharing, calculated based on the results of the year.
- An allowance of 9 euros per day for meals (Swile Card).
- 50% coverage of public transport costs.
- A mobility bonus of 400 euros per year if you prefer to travel by bike.
