DRC is currently seeking a highly qualified Disaster Preparedness Officer for a 06-month contract (renewable based on funding and performance) based in Catatumbo, Edo. Zulia, Venezuela.
About the work:
DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in Sucre, Apure and Zulia states. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure, humanitarian interventions on improved hygiene and food safety practices.
General purpose of the role:
Under the supervision of the Disaster Preparedness (DP) Team Leader, the DP Officer will be directly involved in and ensure the day-to-day implementation of DP activities, especially in the intervention areas. He/she will support the Team Leader in facilitating DP activities, developing information materials, supporting communications and raising awareness among people with specific needs. The DP Officer will support the Team Leader with disaster response activities.
Your main duties and responsibilities will be:
- Support the team leader to identify assessment needs related to PD in IDPs and host communities in Apure and elsewhere.
- Support the team leader in the identification and selection of beneficiaries with the help of local authorities and others from the Protection, Economic Recovery and WASH teams. In addition, contribute to establishing the correct reports of understanding with the relevant service providers/stakeholders.
- Implement DP projects together with the team leader using the appropriate tools to ensure deliverables are delivered on time, within budget and with the expected quality.
- Take into account the vulnerabilities of marginalized communities and/or those with Protection Risks and participate in each of the project cycles related to PD activities.
- Participate in PD trainings and also support WASH emergency preparedness and response activities.
- Contribute to the development of training and guidance materials. Document results and lessons learned from the implementation of the PD programme, including emergency preparedness and response, to promote knowledge sharing with counterparts and PD stakeholders.
- Support the Team Leader with liaison with other relevant actors/NGOs, local administrators and IDP leaders for collaborative efforts, among others.
- Ensure that all relevant stakeholders have information about the organization’s background, program, objectives, areas of work, program duration, and field activities.
- Complete appropriate PD sector forms and documentation for intervention projects, including transport of GPS coordinates and mapping of project activities/areas, among others.
- Contribute to contingency planning for a potential emergency response to PD.
- In the absence of the Protection Team Leader, support the PD project with close coordination of the Program Manager and the PD Specialist.
- Perform any other relevant tasks as requested by line managers and the PD team.
- Develop/support drills and preparation exercises to ensure team efficiency.
- Contribute to the development and implementation of comprehensive disaster preparedness plans.
Requested
- At least 2 years of experience in the field of DP and others.
- Excellent understanding of basic training in PD programming, participatory training methods, community mobilizations and networking.
- Bachelor’s degree in Humanitarian Work, Bachelor’s degree in Disaster Management, Political Science, Environmental Science and other related or similar degrees. Higher education adds value to the selection process.
- Effective and timely implementation of all interventions described in the project and any other PD-related programmatic activities.
- Work experience and knowledge of the local duty station.
- Able to adapt to changing situations as needed.
- Able to work well under pressure and adverse conditions.
Desirable
- Calm and diplomatic character;
- With knowledge of Protection, WASH or Economic Recovery aspects.
- Ability to manage competing priorities and meet deadlines;
- Ability to lead a team and create a good team atmosphere;
- English management
- Knowledge of the Venezuelan legal framework and international law.
