Context of the organization
Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors in security matters by establishing security coordination platforms in risky contexts.
INSO provides registered NGOs with a range of free services to its partners, including real-time incident tracking, analytical reporting, security-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1,200 NGOs in 17 of the world’s most insecure countries.
INSO is registered in the Netherlands with its headquarters in The Hague, the international city of peace and justice.
INSO Mission in Chad
INSO is in the process of opening its office in Chad, including registration with local authorities, definition and implementation of the organizational set-up, registration of partners and the start of its activities.
INSO plans to establish its services through a coordination office based in N’Djamena and operations in the east of the country and in the Lake Chad basin.
This is an exciting opportunity to be part of the launch of a new platform serving NGOs.
Job Overview
The Information Manager position offers the opportunity to work with a dynamic team to provide NGOs with contextual advice and analysis, including mapping products, to promote humanitarian access.
The objective of the position is to manage the Information team, to ensure the development of quality data visualization products, as well as the management of the INSO database (CHDC) and the partner platform (IPP).
Main Responsibilities
Management et coordination
- Manage a team (GIS / Information), collaborate with program and support teams
- Support and strengthen the capabilities of your team
- Ensure compliance with deadlines and the quality of productions
- Ensure the implementation of good practices in terms of IT security, confidentiality and information management; train teams on these subjects
Gestion du Conflict & Humanitarian Data Centre (CHDC)
- Be the focal point of the CHDC and develop in-depth knowledge of the platform
- Ensure that the CHDC is correctly completed and updated
- Assist in the understanding and internal and external exploitation of the CHDC, including training
Registration on the INSO Partner Portal (IPP)
- Be the focal point of the IPP and understand the registration process
- Guide partners through the registration process
- Monitor and update INSO partner registration
Visualisation
- Respond to needs in collaboration with the Program teams
- Aggregate data for analysis and presentation
- Produce high-quality maps, charts and other products to support INSO analysis
- Provide relevant visual inputs to field missions, intended to collect data for INSO outings
Technical referent
- Train staff on data entry responsibilities and data integrity
- Manage and regularly update SharePoint folders with relevant documents
- Support the Training Manager in the design of technical training for staff and partners
Qualifications and Required Skills
- Master’s degree in Computer Science, Data Management, Information Systems, GIS or other relevant field
- Professional competence in French and English (written and spoken)
- 3 or more years of experience in data management and visualization, in a similar humanitarian organization and context
- Knowledge of Microsoft Sway, Adobe Illustrator, InDesign
- Experience with Power BI and DAX, or similar BI software (such as Tableau)
- Knowledge of database management using SQL
- Knowledge of scripting languages such as Python or R
- Knowledge and understanding of theories, concepts and approaches relevant to GIS and information management in crisis contexts
- Team management
Desired characteristics
- Experience in political and/or security mapping
- Knowledge of the context of Chad and Central Africa
Personal Skills
- Ability to work efficiently and with a high degree of autonomy
- High level of professional and personal ethics
- Demonstrated understanding of humanitarian principles and practices
Terms and Conditions
12-month contract. Monthly salary of €5000 per month, 4 calendar days of annual leave per month worked, 3 days of R&R every 3 months with an allowance of €1250, accommodation, comprehensive medical coverage (USA excluded) and life insurance included. For national candidates, the salary offered for this position will be based on the INSO Chad salary scale, guaranteeing fair and transparent compensation based on responsibilities and the local context.
