Since the transformation of societies is primarily the responsibility of local actors, its activities aim to strengthen their capacity for action and their influence.

Thus, the FIDH brings together 188 national human rights associations active in 116 countries.

The International Secretariat, which carries out FIDH’s missions on a daily basis, is made up of an international team of 70 employees based at the headquarters in Paris and in other offices (Belgium, Switzerland, the Netherlands), as well as consultants who occasionally work on various programs. It is structured into an Operations and Programs Department and an Advocacy Department as well as Support Departments (Communication, Finance, Fundraising, Human Resources, etc.).

In 2024, FIDH obtained two major fundings, one from the French Development Agency (AFD) and the other from the European Union (EU). These two projects will support the process of consolidation and organizational transformation of FIDH over the next four years. The position, placed under the supervision of the Deputy Director General, aims to support the teams for a coherent and complementary implementation of these two projects in line with the organization’s 2030 Strategy.

We are recruiting: Coordinator of cross-cutting programs for organizational consolidation/transformation of the FIDH – full-time permanent contract

Main missions and responsibilities

The main missions of the Cross-functional Program Coordinator are:

A/ Ensure operational coordination of the Multiannual Partnership Agreement (CPP) signed with the AFD and the Framework Financial Partnership Agreement (CSO Umbrella – FFPA) concluded with the EU

  • Coordinate the planning and half-yearly reporting of the activities planned within the framework of the two projects, in conjunction with the various directors of the departments concerned
  • Manage the CPP and FFPA monitoring-evaluation-learning system (logical framework, dashboard, etc.), in conjunction with the various directors of the departments concerned, ensure its consistency and organize the disclosure of results
  • Pilot the CPP project impact measurement system with the FIDH SERA manager (Monitoring, Evaluation, Accountability, Learning)
  • Organize, lead and prepare the decision reports for internal follow-up meetings
  • Develop action plans and reports for both projects according to deadlines and in compliance with the requirements of both financial partners
  • Ensure the implementation and monitoring of certain cross-cutting actions common to both projects (capitalizations, information meetings, external evaluations, etc.)
  • Lead communication on these two projects, internally within the IS, and externally in collaboration with the Communications Department.

B/ Ensure smooth communication with the EU and the AFD on the implementation of these two projects

Communication component:

  • Organize and monitor annual strategic steering committees with the two partners mentioned
  • Ensure regular communication with these two partners
  • Represent FIDH at meetings organized by these partners

Control panel:

  • Ensure that the implementation of these programs complies with the requirements set by these partners (purchases, procedures, audits, etc.)
  • Ensure compliance with commitments to the AFD and the EU in terms of visibility.

C/ Technical, administrative and financial monitoring of CPP and CSO projects

  • Support management control in the development of budget monitoring (including co-financing) based on the production of activity forecasts
  • Ensure consistency between financial and narrative reporting
  • Develop agreements with partners, support teams on calls for tender and other processes within the framework of expenditure commitment procedures.
  • Development and monitoring of terms of reference for financial audits
  • Ensure the administrative monitoring of financing agreements in compliance with EC and AFD procedures and internal FIDH procedures: requests for notices of non-objection or amendment, informative emails, monitoring of deadlines, etc.
  • Ensure the updating of the FIDH administrative file on the respective platforms: OCSar for AFD and PIC/Funding and tenders portal for the EU (ex-PADOR) and update the indicators and update the logical framework on the EU OPSYS platform
  • Maintain an efficient and up-to-date document archiving system.

Required profile

Level of education, experience

  • Basic level of training of type Master 2 in a field relevant to the position.
  • At least 6 years of cumulative professional experience in coordination functions of cross-cutting and complex programs and monitoring-evaluation financed by institutional donors, and ideally by the AFD and/or the EU

Skills (know-how, know-how)

  • Mastery of EU and AFD procedures, project monitoring tools, and Excel
  • Knowledge of law, international relations, and human rights.
  • Expertise and/or experience in supporting the transformation of organizations
  • Have a taste for teamwork, be autonomous, organized and able to interact with colleagues from diverse backgrounds
  • Fluency in written and spoken French and English, and good knowledge of a third language (preferably Spanish, etc.)

Conditions of employment

  • CDI full time – 39h/week
  • Position based in Paris 11th – You will be working from the FIDH office in Paris, France. FIDH recognises that flexible working arrangements are important for work-life balance, and offers the possibility to work from home up to 80% with a minimum of 4 face-to-face days per month
  • Remuneration : from €42,000 gross per year over 13 months, depending on profile

  • Leave and RTT : 25 days of paid leave per year worked, 24 days of RTT per year.
