The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, internally displaced people, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the population affected by the conflict in the south of the country, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia implements a humanitarian response focused on protection for Venezuelan and Colombian refugees and returned migrants in Colombian cities such as Riohacha, Barranquilla and Bogotá, and currently also includes activities in the municipality of Barbacoas and in Norte de Santander.
About the work:
- Ensure full compliance with the DRC operations manual on finance, administration, human resources and supply chain.
- Supervise and manage the areas of finance, administration, human resources and supply chain.
- Ensure effective budgetary control and compliance with DRC and donor policies and procedures.
Main Responsibilities
- Provide technical support to the areas of finance, administration, human resources and supply chain.
- Ensure comprehensive and effective budgetary control, accountability and compliance with donor and headquarters standards in all financial documentation.
- Oversee human resources procedures based on the global personnel policy, including recruitment, development, performance, contracts, well-being, workforce planning and compensation.
- Be responsible for the administration and updating of the mission’s Master Budget.
- Prepare programmatic budgets and support in collaboration with those responsible for the programmatic components.
- Ensure full implementation and compliance with all DRC internal policies and procedures, as well as country legislation.
- Support the preparation of financial reports to donors and ensure compliance with donor financial reporting requirements.
- Be responsible for training on support topics and supporting program staff in understanding financial obligations and minimum accountability requirements.
- Supervise the training and promotion of staff in your area.
- Lead the logistics required for the movement of personnel in the intervention areas and the transportation of aid items to the beneficiaries.
- Act as focal point for the DRC Code of Conduct, promoting its implementation and specific training for staff.
- Ensure the proper administration of the offices established by DRC in Nariño.
- Participate virtually and/or in person in briefings and mission planning, especially in the absence of the AM and when the internet connection is unstable, in order to transmit the relevant alerts.
- Accompany visits by all external personnel to the base.
- When the operation requires it, personally accompany the preparation of staff departures to the field and promptly inform the Area Manager of any security alerts.
- Perform other tasks relevant to their role when requested by the Area Manager.
Experience and technical skills:
- 3 years working with international NGOs.
- 3 years of experience in financial management
- 3 years of experience in team management and staff supervision.
- Desirable: experience in purchasing, planning, conflict resolution skills, adaptability to difficult contexts and knowledge of human resources
Required Education:
- Professional in Business Administration, Logistics or related areas.
