Mission objectives
The general objective of the study is to identify, analyze and characterize the social risks (land conflicts, induced loss of source of production or subsistence on lands under indirect tenure, etc.) associated with the various interventions of the integrated land operations envisaged in the field of customary rural land in the targeted areas. Specifically, this will involve:
- Establish a map of the actors as well as the characterization of their relationship (alliance, antagonism, conflicts, etc.) as well as the identification of dividers and connectors;
- Describe the socio-land characteristics of the intervention areas, paying particular attention to the issues and risks linked to migratory movements and their implications at the social level (internal and cross-border, old and recent), to the territorial control strategies and on the land resources of the different communities and to the problems associated with these collective and individual strategies;
- Describe the land agreements and arrangements between the different communities, their practical arrangements and the potential risks of questioning in order to anticipate the social risks posed by the National Rural Land Security Program. The Consultant will establish a typology of issues, social risks, and conflicts related to land in each department in order to prioritize and prevent them, which will consist of:
- The perception of the various stakeholders with regard in particular to contractualisation and in general to the “4 in 1” approach promoted by the PNSFR;
- An analysis of the probability of conflicts and other social risks, including loss of rights or land assets concerning all parties, women’s access to land and possible indirect displacements, induced by the “4 in 1” approach promoted by the PNSFR, with a view to suggesting appropriate avoidance or mitigation measures;
- An assessment of existing functional local, customary and/or legal mechanisms that would prevent and manage each type of social risk and land conflict;
- A proposal for conflict prevention and resolution mechanisms according to departments and even according to the origins of the protagonists;
- An assessment of the perception and feasibility of increasing the number of women registered on land titles by different stakeholders.
- Analyze ex-post the manner in which the recommendations and the monitoring-evaluation system linked to the control of the social impacts of the land component of PARFACI were implemented;
- Propose an action plan presenting the different measures likely to avoid, prevent, manage and monitor each type of risk, social impact and land conflict, accompanied by an estimated budget, and in order to maximize the positive effects. Based on the typology of risks, impacts and potential conflicts, the action plan will detail for the attention of AFOR:
- complementary actions to the procedures currently envisaged for the implementation of integrated land operations;
- actions concerning workforce management;
- a plan for involving citizens from local to national level to ensure at every stage of the process that the directions are aligned with their understanding, address specific issues in each locality and reduce the possibility of negative social impacts and maximise the possibility of positive social impacts;
- A risk mitigation plan, linked to the citizen involvement plan, in order to put in place rapid response levers;
- The formulation of recommendations from the training plan for the stakeholders concerned in favor of inclusive consultation and peaceful/calm management of land disputes.
- the adaptation of the AFOR complaints management mechanism (set up within the framework of PAMOFOR) to the project areas, to existing customary arrangements and to legal arrangements and which will detail the mutual responsibilities of the different actors and institutions involved and the corresponding provisional budget;
- recommendations for new monitoring and evaluation indicators which will make it possible to verify the implementation and effectiveness of the measures provided for in this plan.
Description of tasks and deliverables
The document to be produced by the Consultant will include at least the following aspects:
- a mapping of the actors as well as the characterization of their relationship (alliance, antagonism, conflicts, etc.) and the identification of dividers and connectors;

- an ex-post evaluation of the methods of implementing the recommendations and implementing the PARFACI social monitoring and evaluation system;
- An action plan taking into account the specificities of rural land, which presents the different measures likely to prevent, monitor, and manage each type of risk, social impact and land conflict, accompanied by an estimated budget. Based on the typology of risks, impacts and potential conflicts, the action plan for AFOR will detail:
- complementary actions to the procedures for registering customary land rights set up by the PNSFR “4 in 1” package;
- actions concerning workforce management;
- a citizen engagement plan to address specific issues in each locality and a related risk mitigation plan;
- a suitable complaints management mechanism to be put in place by AFOR.
- recommendations for specific monitoring and evaluation indicators which will make it possible to verify the implementation and effectiveness of the measures provided for in this plan.
- The formulation of recommendations from the training plan for the stakeholders concerned in favor of inclusive consultation and peaceful/calm management of land disputes.
- The adaptation of the complaints management mechanism already in place at the AOFR to be adapted to the project area based on existing customary arrangements, legal arrangements and which will detail the mutual responsibilities of the different actors and institutions involved and the corresponding forecast budget;
- recommendations for new monitoring and evaluation indicators which will make it possible to verify the implementation and effectiveness of the measures provided for in this plan.
- A detailed typology of land conflicts and social risks that may arise from the implementation of integrated land operations in the project area. This typology will be established based on consideration of:
- social issues for the control and distribution of land resources and territories in each department of the project intervention areas;
- of the different types of risks and social impacts that the implementation of the 4-in-1 package could cause;
- locally implemented solutions and existing mechanisms (customary and/or legal) to manage each type of conflict and social risk.
- A specific analysis of the risks linked to the subjects of “sexual exploitation and abuse/sexual harassment (SEA/HS) similar to what was done within the framework of PAMOFOR and an adapted action plan.
Qualifications and experience
- Academic training (BAC+5 minimum) in social sciences
- Several proven experiences on Ivorian rural land in the last 10 years, as a principal expert for conducting studies or implementing projects/programs.
- Knowledge of security dynamics and conflict-sensitive programming in development programs as well as experience in addressing and analyzing gender issues.
